Can we agree to tie a hole in match play?
Yes, you and your opponent can agree to treat a hole as tied (halved), but only after at least one of you has made a stroke on that hole. You can't agree to halve it before anyone tees off. Rule 3.2a(2) allows this once the hole has been started.
When you can agree to halve a hole
Rule 3.2a(2) says a hole is tied when both players complete it in the same number of strokes, or when you both agree to treat it as tied. The catch: that agreement is only allowed after at least one player has made a stroke to begin the hole. So you can't walk up to the tee, shake hands, and call it a halve before anyone hits. Someone has to put a ball in play first — even a whiff counts as a stroke.
What counts as starting the hole
A stroke is any forward movement of the club made to strike the ball. A whiff counts. A practice swing doesn't. Once either you or your opponent has made a stroke on that hole, you're free to agree the hole is halved. You don't both have to hit — one stroke by either side is enough to unlock the option.
Why the rule exists
Match play is just you versus your opponent on each hole. The Rules let you manage the match yourselves — concessions, agreements, giving stroke info — because you can see each other's play and protect your own interests. Letting you agree to a halve after the hole's started keeps things moving and avoids pointless play when you both know it's even. But requiring a stroke first prevents manufactured halves before the hole even begins.
